Apply AI Alliance: Europe's Leap from Sovereign Infrastructure to Sovereign AI Capability

A strategic shift in EU AI policy

The EU's Apply AI Alliance has laid out a vision that goes further than simply hosting foreign AI models on European soil. The goal is sovereign capability: for Europe itself to be able to train, adapt, and operate open-weight models without dependence on American or Chinese giants.

The Alliance points out that Europe already has the building blocks:

  • Decades of open-source software heritage with Linux and open tool chains
  • Research expertise in AI and machine learning
  • Market scale to sustain its own solutions
  • Open hardware architectures like RISC-V as an alternative to closed GPU platforms

Why infrastructure isn't enough

The distinction between "sovereign infrastructure" and "sovereign capability" is crucial. Servers in Europe are infrastructure. Being able to build and operate AI without external dependencies is capability. Open-weight models are the bridge between the two, and the EU is now explicitly recognizing this as a policy strategy.

This marks a shift away from a narrative that was primarily about GDPR, data residency, and the AI Act. It's now about building European capacity from the ground up by combining existing open-source strengths with new AI opportunities.

Geopolitical context

NVIDIA's July 2026 paper "Open Weights and American AI Leadership" shows that open weights have become a geopolitical matter. The paper frames open weights as a tool for American AI leadership. The EU's answer, through the Apply AI Alliance, is to make open weights part of a broader strategy for digital sovereignty.

What this means for hosting

For European hosting providers, this is an important signal:

  • Demand for hosting open-weight models will rise as European organizations seek EU-based solutions
  • RISC-V, as an open hardware architecture, could eventually reduce dependence on Nvidia GPUs
  • Hosting providers that understand both infrastructure and AI models will be best positioned

The vision is ambitious, but it's grounded in reality. Europe has Linux, RISC-V, and a strong research tradition. The challenge is assembling these building blocks into something that can compete with the billion-dollar investments of American labs.

For Danish companies, this development means the choice between American cloud and Chinese models now has a third alternative: European hosting of open-weight models on European infrastructure.
